active PAEN ATC Doesn't like 19L/01R

I have the Orbx PAEN Kenai Municipal airport with SAK on P3D v4

P3D Air traffic control doesnt seem to like runway 19L/01R (the short runway)

Whenever I touch down on that runway for a touch and go using the process through the tower, tower immediately says to contact ground.

As if I didnt land on the runway, but I did.

Does anyone else have this issue or is this a bug?  Is there a way to fix it?
